rob: great!!! idea to replace the clock guts with something that is 
self-regulating.

an inaccurate public clock sends the message that either nobody cares, 
or nobody is paying attention.  sorta like the overflowing public trash 
cans seen many mondays at the town center.  e. p. thompson thought that 
neither industrial capitalism nor the creation of the modern state 
would have been possible without the imposition of synchronic forms of 
time and work discipline. let alone the baltimore and ohio railroad.

i've always liked the chimes.  i think they may be on a separate 
system, but they could be made time-broadcast-aware too.

if the clock can't be updated, maybe it can be set to show miller time 
and then be unplugged.
