[RP TownTalk] A vote to abstain

To expand on the discussion of a vote to abstain -- in my years of public  
service I have seen the use of a vote to abstain on a number of occasions.   At 
no time has it ever been described as unethical.  It is a  valid and ethical 
(albeit at times frustrating) use of the voting process.   For more information 
on the subject I refer readers to Robert's Rules of  Order.
