[RP TownTalk] Fewer redundant messages

Sometimes the town sends a message to both TownAnnounce and to TownTalk,
to insure that as many people as possible see the message. This creates duplicate
messages for most subscribers.

Should we change the lists so that TownAnnounce is a true subset of TownTalk?

One way to do this would be to subscribe TownAnnounce to TownTalk and purge TownAnnounce
of any subscribers that are also on TownTalk. So any message sent out on TownAnnounce
would also go to the TownTalk list. If people so desired, they could still subscribe only to 
TownAnnounce. But if they subscribe to TownTalk they automatically would get TownAnnounce.

Any thoughts?
