[RP TownTalk] water main break

The water main that runs along/services the 4500 and 4600 blocks of
Riverdale Road broke early this morning.  WSSC knows and will repair ASAP.
There may be disruptions on surrounding blocks too, but the main problem
seems to be confined to those two blocks.
