Hm, previous posts bring up an interesting point.  I
can't quite think how to say this without being too
disgusting, but ARE the condoms "used" in the regular
sense of the word, or could they possibly be used for
carrying drugs, or something to do with drug trade or
usage?   And in this day and age of AIDS and other
diseases, I don't consider leaving used condoms around
playgrounds as not being serious; supposing a little
kid gets hold of one of these?  I wouldn't want to
have my child have to get AIDS testing because of
someone elses' stupidity.  As far as litter in the
general sense, I also wish people would stop dumping
their garbage bags at the public trash cans.  I'm not
talking a fast food container or soda bottle, but at
many of the public trash cans there are large
Hefty-size bags of garbage, like someone just took
their home trash and dumped it.  When I find trash
dumped outside my apt. dumpster, I put on plastic
gloves and "go into it" to see if there's any
envelopes or other stuff which would identify who
dropped the garbage.  I'm not sure if there's any
ordinance in town against putting garbage bags at the
public trash cans, but if town personnel could do like
I do and locate the people who drop the bags, perhaps
they could let them know that such a thing isn't good?
 (Or that it's illegal, if that's the case?)  I know
there's not any easy solutions to any of this;
increased police patrols would be one solution, but
unfortunately our police officers can't be everywhere
all the time.
