[RP TownTalk] Train Cafe Idea

I love the idea of breathing life into the Town Center. I was under the impression that the owner of the property was either charging too much to rent space, not very forthcoming with trying to fill the spots, or what the real deal is. That would be my first question.  How much is the rent for one of the buildings. How come only the thrift shop and the church are in that new revitalized portion?

Any experts on the subject?
