I used to ride the MARC train to and from work. I found that the engineers 
blew the whistles more often after there had been an accident on the line. 
Kind of like closing the barn door after the horse escaped....

Indeed the conductors told me that engineers who had hit someone were 
often the most frequent whistle blowers (if they were even able to come 
back to work after such an awful thing.)
