Not that I'm the kind of guy to take advantage of a bad situation (or 
good timing) but this is election season.  Have you contacted your 
Council person or the Mayor (particularly those running for 
reelection!)  or candidate council person?

I'm not making light of your noisy situation. When campaigning, elected 
officials are at their most venerable!
