[RP TownTalk] Street Repairs

I live at the corner of 51st Ave and Ravenswood.  Apparently the sidewalks are scheduled to be improved this week.
  My wife called me this morning to report that someone was outside operating a jackhammer at 6:45 this morning to break up the old sidewalk / curb in anticipation of this.  Is there someone I can get in touch with to ask about the necessity of operating at these hours?
