This sounds like the same lady who was lounging under the tree next to the
culvert earlier in the week.  This one sounds like she needs to go
elsewhere.  Is there a shelter in the area?  I've seen people from my window
at work changing their socks and doing basic morning things on the lawn at
Crescent Cities.  They get chased off pretty quickly, but if there is a
shelter in the area - this might be the source.
