Susan,
You can't "legislate" common sense, but you take away the opportunity to use bad judgement. The 4 way gates will make it impossible for a car to weave around the gates if they are down taking away a temptation. We'll have to see if the gates get broken by people now trying to beat the gate. This may be better than playing beat the train.
There are many people that lack common sense. 
Speaking of common sense, or the lack tere of, has anyone seen the Mike Judge movie "Idiocracy"? It's fantasic, funny, but also not that unbelievable given what I see when I watch the news.
