[RP TownTalk] Budget for next year

Kathy and everyone,

Must be brief, but

1: the other part of the difference between the approx. $300,000 in the
operating budget and the approx. $500,000 total difference is in the capital
budget.  The vast majority of the capital items were approved a year ago,
but only required a single payment last year, but the full 2 payments this
year.

There are wide variety of ways to count these things, but the real total
difference in proposed spending is right at $500,000.

2. There is nothing I would classify as a significant new program in any
area of government.  The Police force, much to my disappointment, is being
proposed to stay at the same staffing level as last year.  The Public Works
department remains basically the same too.  No major new capital programs,
either.

As others have pointed out, the vast majority of the "New" spending
represents paying for what was committed to over the last year(s)--Streets
and sidewalks program, better upkeep of town spaces, newer and better
maintained buildings and equipment and more competitive salary structures
to retain our trained staff.

Increased expenses fueled by rising energy costs and flat or falling revenue
from other sources play a significant roll too.

You will recall I mentioned in the CYTR Hearing the potential combined hit
of $275,000 rebate and $75,000 this fiscal year from Riggs Bank/PNC is
clearly a huge factor in all of this too. (approx. 70% of the $500,000 we
are discussing).
