This is clearly a Hyattsville issue. If Riverdale complains, that's all  that 
will happen. Riverdale will have officially complained. 
If Clark Construction has a signed, valid Public Space Permit that allows  
them to do this. It is too late. The damage has been done. The best you will  
accomplish is getting Mr. Armand Abrahamian reprimanded.
 
Hyattsville and mayor Garnier (sp?) should be able to field this one.  
Apparently, they are very proactive on many fronts, after all. 
 
Riverdale has too much else going on, to be jumping into Hyattsville's  
business, Frankly. 
 
By the way, isn't the sidewalk on the other side of Belcrest still open?
