Lisa,

Your instincts were right -- the phaseout is just another plan, not to
be relied on.

The consolidation project I refer to below is from the FY2007 CIP
budget available online.  Today I found out that the consolidation
project is eliminated in the FY2008 CIP budget, unfortunately not yet
available online.

Nobody can explain why it says the project is 72% complete on the
FY2007 budget.  I took a look at the Riverdale Heights firehouse on
Roanoke and there is definitely room there to expand the building, but
no work has been done.
