The biggest objection to the dead chickens on the railroad is Cruelty to 
Animals.
That's against the law.  Your practice of religion or sports you play is not 
a concern. What is done to the animals, is.
If the police or town administrators have not contacted the Animal Control, 
that is what should be done.  I expect that they did and are working to prevent 
this cruelty in the future.
