[RP TownTalk] broken arm!

I was just out walking my dogs and saw a trash truck (Calvert Trash Service)
run the railroad crossing after the arms started coming down. The arm came
down on the truck. He backed up, and in the process, broke the arm. Then he
drove through the crossing on the wrong side. He saw that I saw him, but he
just kept going. 
 
Bad situation - it's the arm that blocks the westbound traffic from crossing
when the train is coming, one of the first pair that comes down.
 
Any idea whom I should call?  
 
I didn't get the entire license plate - T15 6xx or T15 8xx.
