[RP TownTalk] Change in moderation for Town Talk

It was a pleasure to serve the list as moderator, and don't worry, I'm not
going anywhere.

I would like to add my thanks to Dwight for taking on the job -- it's
rewarding, but difficult at times.  I'm sure he will be great at it.
