[RP TownTalk] Lawns

The biggest problems with the lawns is the time lag between citation and cutting, not the length of the lawn when the citing begins.

I am curious how the system works. I see citations go up, a long time later the town cuts the lawn. The property is then ignored until cited again, then the wait till cutting, then the process begins again.

The problem properties in my neighborhood are a combination of abandoned/vacant and absentee landlord.

It's the same properties every year, over and over again.

I would like to see increased penalties for violations and an end to the cycle. For example, after the second citation, the property owners should remain on the town cutting schedule and continue to receive fines (and be charged for the service) until they can prove the means are in place to maintain the place on a regular basis (contract etc). If needed, a lien should be placed on the property to insure the fines are paid. A good chunk of these vacant properties are bank owned and they need to understand their responsibilities. As long as it's cheaper for them to ignore the situation they will.
