The agreement and the funding?
When is it projected that the University of Maryland will agree to having abridge on their property?
According to the testimony made by Eric Olson the promissory money from Cafritz is questionable and the cost of the bridge may well mean the tax payers or Riverdale park have to come up with the 3 or 4 times the proposed $5 million dollars the bridge will cost. 
is there a proposed access point that will allow citizens of greater Riverdale Park to enter the cafritz property or is it going to be essentially a gated community like Mason Hill?

One provision of the agreement with the developer is that there MUST
be a bridge built that connects the M-Square development (e.g., the
buildings on River Road east of the RR tracks) with the Cafritz
property, via a bridge that will cross over the railroad tracks. The
agreements for this bridge must be in place before development can
begin. The exact details regarding the location of this bridge are
under discussion, but if that bridge doesn't go in, it's my
understanding that the development will not go forward.

This condition was very hard fought and won by our towns (Riverdale
Park and University Park in particular), and was put in place to help
address traffic concerns.
