Ideally, more money would mean in part more teachers and smaller classes, which has a profound affect on the quality of education.
The reason I don't send my kid to PG County public school is, I did twelve years of it. In high school, I spent some time in schools in Columbia and saw how education couldbe - very different from my experience. Yes, bloom where you're planted, it comes down to you, etc - but rich soil more reliably makes better blooms. PG County schools need money. Not 10% more, 150% more.
