[RP TownTalk] Recycle Oil Station

When did the Recycle Oil Station close at the Riverdale Park Maintenance 
Garage.  I changed my oil in my vehicle and I went to take the used oil 
to the Recycle Station.  The dump pan was locked.

According to the Maryland Environmental Services web site, this dump 
station is advertised to be open 24 hours a day, seven days a week:
