[RP TownTalk] Signs

The signs I see are generally on public property - they're either stuck on
utility poles, or occasionally stop signs, or they are yard signs on the
easement between the street and the sidewalk.  Presumably if they were put
on private property, the owners themselves would remove them pretty swiftly
- I know I would.
