[RP TownTalk] Updated meeting and event schedule

It's my understanding that ALL town meetings are open to the public unless
they are publicly announced ahead of time as being closed. A closed session
will be publicly announced, but clearly indicated as being closed to the
public, with the topic to be covered during the closed session announced
ahead of time. A session might be closed, for example, to discuss a
personnel matter.

I am quite sure that the council & mayor would welcome public attendance
and input at their meetings. They want to know what *you* want!
