Based on this page:

... it looks to me like it is a marking for "drinking water lines" and
"temporary survey markings, unknown/unidentified facilities". I'm guessing
this is related to the massive water line replacement project going on
throughout town.

When I was driving on Wednesday, I saw surveyors near Taylor Road north of
East-West highway....
