I will ask the PSC to consider this issue.

Since the Committee is considering Pedestrian and Vehicular Interface at
Town Center,

Request for the Riverdale Park Public Safety Committee engage in
discussion and develop a recommendation for the installation and
maintenance of marked cross walks at at all intersections:

a. Where children or other pedestrians walk to and from school.
b. Where ever children or other pedestrians must cross a road to reach
a park or bus stop.
c. Where ever two or more roads intersect with a stop sign or other
traffic flow signal.

Specific concerns are intersections that are currently not marked in any
manner along Riverdale Road, Queensbury Road, and Taylor Road. Town
Code does not appear to cover cross walk placement or upkeep other than
clearing and unblocking.

Maryland State Laws can be found here:
Found at this web location:
http://www.roads.maryland.gov/Index.aspx?PageId=376
These laws, along with explanatory diagrams, can be accessed here (link
does not work). The driver of a vehicle must stop for a pedestrian in a
marked or unmarked crosswalk when:
At crosswalks and intersections without signals:
The pedestrian is on the half of the roadway on which the vehicle is
traveling.
The pedestrian is approaching within one lane of the half of the roadway
on which the vehicle is traveling.(§ 21-502 (a)(2))
At intersections with signals:
When proceeding on a green signal, drivers turning right or left shall
yield the right-of-way to pedestrians lawfully within the crosswalk.
When turning right on red after stopping, drivers shall yield the right
of way to pedestrians lawfully within the crosswalk.(§ 21-202 (c), (d) &
(k))
