As many of you know, last year Riverdale Park established a Quiet Zone (only the second one in the entire state) at the Queensbury RR intersection. If you notice trains blowing horns in violation of it (i.e. pedestrian or other danger that would necessitate an engineer to sound an alert) there is an easy way to handle this. The MARC trains normally sound one quick small horn which I think is perfectly reasonable but from time to time the CSX trains will sit on their horns without a situation that requires them to do so.
The violation form can be found at: http://www.fra.dot.gov/app/violationreport
It is very simplistic and takes 1-2 minutes to fill out. The only thing to keep in mind is to correctly report the date and time of infraction and in the notes indicate that there was not a situation that necessitated the engineer's use of the horn.
In the section labeled "Alleged Violation Location" I usually include the FRA inventory number in my description as follows: Riverdale Park, MD @Queensbury Road Intersection (#140905K)
