[RP TownTalk] Missed Garbage pickup

They've missed yard waste and recycling a few times this summer.  We call Bates the morning  after the scheduled pick up and they pick up later that day or the next evening.  
There was a crazy pick up after 11 pm, maybe in July or early August.
