Spiro,

There is a minimum of six (6) days and a maximum of sixty (60) days between
introduction of an amendment (at a legislative meeting of the full council)
and passage. Charter amendments are usually introduced at one
regularly-scheduled legislative meeting, and voted on at the next month's
meeting (either 28 or 35 days later), or the month after that (56 days
later if it works, but you have to count carefully to be certain you don't
end up at 63).  There is also a requirement to publish the amendment or a
fair summary in a newspaper having general circulation in the town before
it is voted on.
