[RP TownTalk] reducing default speed limit on town streets to 20mph

Traffic will not slow down unless there is a police presence enforcing it.
Ravenswood is a continuous problem even after my multiple attempts to draw
attention to it. It seems like it will take some kind of a catalyst before
real action is taken.
