<DIV>Below is a message I sent by e-mail on Friday -- it bounced back and I learned from the webmaster that this was an occasional problem with the system -- he advised I try it again -- I did, however, it bounced again. So, I am using the direct e-mail addresses that have been part of a dialogue this past two weeks. Of course that means that the entire TownTalk list is not a part of this mail, however, it's the best I can do under the circumstances. </DIV>

<DIV>The message pertains to the purpose and goals of the M-U-TC, particularly as it applies to the proposed development at Dumm's Corner. I am a strong believer it keeping the historic record accurate and true and so I offer my firsthand knowledge of how these things came about. My message begins below --</DIV>

<DIV>All processes that involve Park and Planning require advance notice before that agency assigns staff to collaborate with municipal government on a particular project.</DIV>
<DIV> </DIV>
<DIV>I had a number of conversations on the subject of an M-U-TC for the town with Dineen O'Connor, Tom Hendershot and his legislative liaison, Carol White. The purpose was to assure that the town be included in the budget process for staff assignments to work on developing the M-U-TC plan. In the subsequent administration, the groundwork was in place to move the process along. It has always worrked that way and so the meetings that were held to move towards adoption of the plan were guided by P & P staff arranged for much in advance of that time.</DIV>
<DIV> </DIV>
<DIV>Regarding the inclusion of the Dumm's property -- I also met with Pete and saw his early drafts of plans for the properties he owned (including the former Credit Union he planned to purchase). It was obvious that he would have parking requirement problems under the existing County regulations. And, other building codes that are generic to all development would inhibit his plan to expand his business. The M-U-TC zone would enable the town to work closely with him on achieving a result in the best interests of the residents and the owner of the property.</DIV>

<DIV>Development and re-development as stated in the text of the M-U-TC does not automatically translate to higher buildings and narrower setbacks -- it was Dineen O'Connor from Park and Planning who gave me my tutuorial in the process and that was not a primary component. That does not mean that greater density would be excluded -- the future of the very few remaining older areas that may be the subject of redevelopment within the M-U-TC zone will be guided by those in authority -- if they want it to go to greater density instead of in keeping with the existing neighborhoods then it will go in that direction. A caution that must be noted is that the expanded tax base that will result from dense development will not bring about an infusion of $$ free and clear. A significant amount of that revenue will have to be earmarked for additoinal public safety coverage, road maintenance and assorted other details that will result from more population.</DIV>
