<DIV>Reason being: many dog owners</DIV>
<DIV>do not realize their dog can take </DIV>
<DIV>a disliking to dogs/people passing</DIV>
<DIV>by - and maybe come over the </DIV>
<DIV>fence. Once a fence is put up by</DIV>
<DIV>one owner and he moves - the </DIV>
<DIV>next guy may have a dog & is </DIV>
<DIV>not going to take down a good</DIV>
<DIV>fence and put up a taller one.</DIV>

<DIV>contain a dog. </DIV>

<DIV>dog safely on the sidewalks w/o</DIV>
<DIV>feeling threatened. Owners</DIV>
<DIV>never think their dog will bite.</DIV>

<DIV>think we all are entitled to</DIV>
<DIV>privacy in our back yard from</DIV>
<DIV>others looking in. Open </DIV>
<DIV>fencing 6 ft or 5 ft - neighbor kids</DIV>
<DIV>can tease the dog or your</DIV>
<DIV>neighbor's dog can hype </DIV>
<DIV>up yours for a barking team.</DIV>

<DIV>should be a safety feature</DIV>
