those that are unaware, it means to think and act practically. It's a
philosophy. Heaven forbid if we were to start thinking in practical
terms. We may actually be able to raise our tax base high enough to add to
the police force. That would lead to less mischief in the evenings, and what in
the world would the Sunday morning strollers do with fewer and fewer condoms to
