<DIV>This is a thoughtful and accurate read on an age-old problem that has few solutions. Not all of this country's homeless live on the streets of big cities but choose to live in the wilds. The do resist help for a slew of resons -- many of them stemming from unattended mental problems -- but have committed no crime and pose no immediate danger to themselves or others so they cannot be forced by law to accept help. However, they cannot serve as barriers to others who wish to exist on a higher level. </DIV>

I expect that the damage /graffiti on the old Arco building comes from this source.<BR>I don't think it should be the property owners responsiblity to assume ownership of these people. As a community I think we should help the homeless by pointing them in the right direction to access the many social services available to them.
