Some of us tried making fun of the provision in Council meetings recently to get it changed, by asking if Code Enforcement was going to show up at gold fish burials. A quiet poll revealed that a large number of folks have their pets buried in their yards despite silly rules. Some years ago I tried for weeks to get rid of a dead squirrel on the tree lawn that had been tossed there.
