<P><FONT color=#000000><FONT size=2><FONT face=arial,sans-serif>As Sue pointed out, the exterior walls of municipal and private buildings are often painted, with permission from the owners, to breath a little life into an otherwise mundane streetscape. In other cases, artists paint buildings in depressed areas illegally for a variety of reasons not all gang related. You won't see graffiti in the upscale part of town because it will be removed immediately after it's discovered. Conversely, in the low rent district, graffiti could be on the walls for years. The bottom line is that graffiti is ubiquitous and indiscriminate. There's an innate human desire to create art. It's one of the first things all of us do as children. Just because you happen to see it in a bad part of town does not make it graffiti anything less than any other art form. Art is art regardless of the legal ramifications. Some of the works in the link I sent earlier are as good as any you'd see in any gallery anywhere.</FONT></FONT></FONT><FONT color=#000000><FONT size=2><FONT face=arial,sans-serif> </FONT></FONT></FONT></P>
