<div>Friends and neighbors,</div><div> </div><div>As most of you are aware, the time is fast approaching for our council to act on the proposed rezoning of the Cafritz/Calvert Tract. The Planning Board will meet to deliberate on Thursday the 12th in Upper Marlboro. As zoning is controlled by the county our "action" is a recommendation for the county. I want to give you an overview of where we are in this process and how I anticipate this working out over the next few days. </div>
<div> </div><div>Monday at 8 PM there will be a special legislative meeting to review the proposed conditions/covenants and side agreements that have been negotiated with the applicant (Cafritz development team) in tandem with representatives of University Park and College Park, the County Executives Office, and our state delegation. At this point it seems unlikely that everything will be in order for a final vote on Monday. We therefore have scheduled a meeting for Tuesday evening also.</div>
<div> </div><div>Tuesday at 8 PM there will be a second special legislative meeting to take final action on the proposal.</div><div> </div><div>Draft conditions for approval will be posted on the town website tomorrow morning. </div>
<div> </div><div>The critical change from where we were in the middle of December is we<strong><em><u> seem</u></em></strong> to have an agreement to get a crossing (presumably a bridge) of the CSX tracks early in the project. I say we seem to have, in that as of this very moment our town attorney is still working with the applicant to finalize language, and we will not have a finalized version before tomorrow at the earliest. Thus, it is down to the wire.</div>
