<div>In short, the ordinance would allow for a process by which the County could create areas within 2 miles of colleges and universities that would prevent <span>homeowners</span> from being able to rent their homes by denying <span>homeowners</span> the ability to procure a County rental license. Existing rentals would be "<span>grandfathered</span> in" until the property changes ownership and exceptions "may" be granted on a case by case basis for temporary leaves of absence such as military deployment by appealing to the County.</div>
<div>I have long been an admirer of the work of County <span>Councilman</span> <span>Olson</span>, who has introduced this ordinance, and consider him to be one of the best public servants this area has to offer. As one who lives in a <span>neighborhood</span> that has had its share of issues arising from rental properties, I am more than a little sympathetic in the desire to have a stable <span>neighborhood</span>. However, I don't believe that denying people the ability to rent their homes is the answer.</div>
<div>One particularly problematic example comes to mind. What happens when someone wants or needs to move and can't sell their home because of the housing market? It is common practice to rent the home until the market rebounds. People living under one of these overlay zones would be prevented from doing that. How would that affect one's financial security?</div>
<div>It is my belief that the focus of the County should not be the denial of rental licenses for <span>homeowners</span>, but consistent and effective code enforcement. This is an area that has been woefully lacking at the County level for some time.</div>
<div>Anyway, I have just glossed-over the proposed ordinance and understand that there may be some whose opinions differ. What's not debatable is that, if passed, this ordinance would dramatically change the landscape for those who have the potential to be included in one of these zones. Please take a look at the attached documents and it is my hope that should there be a desire by the County Council and the community to regulate land use in this manner, it be done with extreme caution in light of the many unintended consequences that could occur.</div>
