golly gee willikers!  why does this require a committee meeting?

buy the bags at home depot or behnkes or lowes and get the water truck 
out there and get it done.  this isn't something you do with a watering 
can.  this isn't a volunteer thing unless volunteers have a CDL and can 
get the keys to the watering truck. the town's insurance company would 
not be happy with that idea, by the way.

each of these watering bags hold 20 gallons.  envision middle-aged 
backs combined with humping 20 milk jugs worth of water to each of 
these bags.  six trees in dupont circle alone means 120 milk gallons.  
ow.

  jobs like this are why a town has a water truck or freeze proof hose 
bibs in the middle of town plantings.

spend some  beautification money on these bags so our town staff can 
work more effectively.  maybe spend some more beautification money on 
plumbing to these beds. like they did in greenbelt in a similar 
situation. doing this will make it is easier to be beautiful for years 
to come.
