[RP TownTalk] Council & Mayor Pay

While I may still have my doubts about a slight bump in pay having much 
impact upon the talent pool and the level of commitment, I do think it's 
time for a raise for the council. So count me in for raising the pay (and 
even raising taxes if that is necessary to fund this change).
