[RP TownTalk] Bike regulations?

Can anyone tell me, are there regulations here in town
about riding bicycles on the sidewalks?  I was under
the impression that it was not allowed, but maybe I'm
wrong?  I'm pretty much a full time pedestrian, and it
seems I'm constantly being run off the sidewalks by
people on bikes.  Most of the "offenders" are adults
from around 30 years old and up; in other words, old
enough to use a little courtesy when riding - if it is
permissible for bikers to use the sidewalks, the least
they could do is say "excuse me, coming through," but
I don't even get that.  In fact if I don't get out of
their way quickly enough (I have arthritis in one knee
which makes it hard for me to move quickly at times),
I get some dirty looks or remarks.
