[RP TownTalk] flooding?

Anybody know the official report on the cause of the flooding right in front 
of S&J's this morning? The street between S&J's and the former Riverdale 
Bookstore was completely covered in water with the water level reaching just 
up to S&J's front door a little before 6am this morning.
