Ok - after seeing the diagrams for the
fencing - and my 40+ yrs experience
of many types of neighbors, animals, 
kids - I think the back yard fencing
should be able to be 6 ft or under and 
be the owners choice. (animal safety
& pool privacy).
 
I am neutral on side fencing & neutral
of front fencing as long as we can have
fencing on sides & front AND we can
certainly talk to our neighbors over the
side and front fences fine - I do.
 
For those who do not want to see
fencing - why not plant trumpet vines
for the humming birds, clematis, etc
to cover the fences. I have it on my
6 ft anchor fencing & the birds love
it and I love the birds. Behnke Nursery
also sells winter blooming bushes like
rhododendrums that get 6-8 ft talls -
flowers are red, pink & white...blooms
in snow are beautiful. Christmas rose
is short & blooms Dec. Jan. sometimes
Feb.  Fences can be naturalized. You
can have 4 ft fencing & 6 ft bush/vine
coverings & you dont see the fence.
 
Compromise tall fencing is an option -
4 ft privacy and 1-2 ft open fancy 
weave to see thru and be decorative
on the top.
 
I think with compromise we can 
meet most of the needs of our
town.
