[RP TownTalk] The mayor's proposal for a community center

I am in know position to clearly describe the new project that the
Spiropoulis family is planning except to say that it will probably include
the entirety of their holdings and in two destinct phases.  Two phases, as
opposed to one, allows them to keep the market and resteraunt open through
the entire project.  As regards any town participation through a community
center, it is much to early to have clearly thought out which phase of
construction would be desirable.
