[RP TownTalk] Trains

Hi Neighbors!
There are times when it seems that there is a train 'parked' on the tracks and blowing it's horn regularly every few ?? minutes for hours on end. In the middle of the night. I've often visualized myself getting into the car dressed in bathrobe and slippers, hunting down the offender, stomping up waving a flashlight and shouting "WHAT DO YOU WANT???" I usually then imagine that their response to a crazy woman with a flashlight would involve a firearm, so I've never followed through. I would love to just KNOW why they do this; surely it is not for the engineer's amusement. Do any of our train buffs know what I'm taking about and what it all means? A train blowing it's horn going through the crossing, I can understand. But it is easy to tell by the way the sound travels that they are sometimes blowing the horn while standing still.

I suppose on some level that I understand the electioneering policy, but it
seems really odd that with no candidate's forum in the works and none
planned for the Town Crier, that the council's only action on this matter
before the election, would be to make sure no electronic
discussion/propaganda/advertisements/etc. were allowed on the Town e-mail
lists. Is that an accurate summary? It's probably not completely fair to the
council. I suppose all this is irrelevant for the present in Wards where
there are uncontested elections, but we'll have to wait to see who is
running for office.
While it's mainly focussed on the local arts, I would be happy to do a post
on my blog (we'll call it "The Art of the Local Political Campaign")--any
candidate for office is welcome to submit up to 800 words of their choice
(ideally, the submissions might follow the following form: outline the
issues most important to you, evaluate the current state of things, and look
to the future and where you'd like to take Riverdale Park). You can submit
these to either mmolino54 at hotmail.com or therpmuse at yahoo.com. No text will
be edited or censored--screen appearance (width and font size) may be
changed to better fit the computer screen). I'll post these as I get them

There are no candidate forums planned.
Dwight also asked me about this. He is willing to help make one happen.
If there are others who would be willing to work with Iris and Dwight, it
might
still happen.
A forum could be held at the Calvert House or other location. (It is too
late
to have it at Town Hall, as that would require approval by the Council and
that could not happen before the election.)
Arrangements would have to be made quickly to get an announcement in the
next Crier (the deadline is the 15th but sometimes it gets stretched a
little later),
and it would have to be held in the beginning of May - after the Crier comes
out.
On or after Wednesday May 2 and before the election on Monday, May 7.
On a similar topic, there will be no written Candidate Forum in the Town
Crier.
The legislation I put forward to authorize such a forum was voted down by
the
council, so there will be no information there either.

I am really surprised that there are no Candidate Forums. We have been
having them for several years. I remember having one at the Bookshop and then the
Town Hall. This is the best way to hear what the candidates have to say and
they are very informative for the voters. I cannot help out with a forum at
this time, but I am sure with 5000 people in town someone will take a turn and
do this very important community service. I don't understand why the Council
voted not to have the forum in the Town Crier. We should be able to read about
the candidates and what they have in mind for the town if they are elected.
How can we make a decision without that? One of the major questions I would
put to a candidate is "What about Town Center? What are your plans and how
will you implement them? The major owner has not done anything to revive the
center in years and when are we going to call him on that?" If any candidates
read this and have an answer or a plan, I would like to hear it. You could win
my vote!

On Tuesday May 1 at 7:30 there will be a reception at Town Hall for Doug
Duncan the newly appointed University of Maryland Vice President for
Administrative Affairs. Among the matters that he will have charge over is
Facilities Management and therefore control over the Old Air Coup/NOAA
facility, the 4 new buildings that are already slated for construction north
of River Road, and substantial other property holdings. Because of
its ambitious plans for the M Square Enterprise Campus the University is an
increasingly important stake holder in our community.
It is important that the Town welcome Doug and take the earliest opportunity
to foster the same good relations we had with his predecessor John Porcari
(now Maryland Secretary of Transportation). Please come out and join me in
showing him the warm hospitality of our town, and find out a bit about his
view of the university's future.

Does anyone know what the regulations are on trains, train crossings, and the use of the horn? Some days/weeks go by and I seemingly don't hear a train. This past Friday night between the hours of 11:30pm to 2am, I think I heard a train horn every 15 minutes. Just as I would fall asleep a train horn would wake me up.
I grew up near a similar train crossing and don't remember this type of disturbances.
Is there something that can be done at the crossing to eliminate the late night horns?

I couldn't agree more, Audrey. What single more important act is there
for us residents than voting in our town elections? and on what are we
to base our decision as to who to vote for? Is it not in the vital
interest of the town (collectively, and as individual residents) that
each citizen have as much information as possible prior to deciding
who to vote for? what *better* use would there be of the town's
virtual and physical facilities than to provide a forum for candidates
to explain what it is they would like to do for our town?

Brian,
The trains have been addressed here before. There are plans afoot to
change the crossing gates so that they meet the traffic safety
requirements to allow the trains to pass through town without blowing
their horns when approaching the Queensbury Road crossing. The survey
team has been seen at the crossing checking road and sidewalk widths,
etc. I don't remember the timing, but it is soon as apposed to some ten
year plan like fixing East-West Hwy/Rt #1 "crossing".
As an aside, there are those that have spoken up in favor of the train
horns. It seem it puts them to sleep.
