Yes Lisa it is a legal issue.
The Town Code says two thing. To paraphrase the code somewhat it says 
'There shill not be any electioneering, except as allowed by the Town 
Council.'
That second point is why there has been all the interest in what 
happened at the Council meetings.  There could have been a forum in the 
*/Crier/* or discussion on the list *IF* allowed by the Council.
