I think it would be helpful to get some further guidance from law
enforcement and an explanation as to how they are addressing the situation. 

I just don't know what to do. I recently saw someone that I felt didn't
belong and looked dangerous but he wasn't DOING ANYTHING other than
loitering. So do I call the police? If I was that person and the police came
and talked to me I would consider it harassment.

Should we request a community meeting with the police?

That's interesting news because we live just one block away from you,
and our car was one of the ones that was vandalized last week.

Some speculation I've heard "on the street" is that this recent wave
of crime is traceable to "a bunch of crack heads" who live in town.

I remember a similar crime wave *years* back (maybe 12 years ago?)
that was also traceable to a "drug house" that was in the northwest
corner of town. It took the police several months/a year to shut the
operation down, but the minute they did, the crime really subsided.

The trick of course is that the police have to set up a very elaborate
sting operation so they can catch these people, *and* convict. If they
can't convict, the problem will just keep coming back.

I kind of feel like the car break-ins were less "professional" in
nature than the burglaries reported on Queensbury, so they may be
unrelated.

As Alan said yesterday, the *most* helpful thing we can do right now
is to be the eyes and ears for our neighbors and the police, and to
call about *anything* that looks odd to you. 301-927-4343. Let the
police figure out if it's benign. Without information, they have
nothing to go on.
