In DC residents do own the property.  There are some areas of Maryland such 
as Maryland City where you do not own the property only the building.  There 
are areas of Baltimore the same story.  However in DC you do own the property.  
Now they do have coops, like Greenbelt but that is not what I am talking 
about.
