They give the most insight into the budget/tax situation.

The proposed Operating Budget has an overall increase of $355,202 or 9.6%
 
The big changes are
 
Police
Officers' Salaries,    increase $ 80,463    8%
Police Employee Benefi increase $ 54,261   14%
Dispatcher's Salaries  increase $ 34,396   20%
Police Communications  increase $ 14,000  140%
  Sub-Total $183,120
 
Public Works
Salaries.              increase $ 71,547   15%  
Employee Benefits      increase $ 29,725   20%
  Sub-Total $101,272
 
General Gov
Admin. Staff Salaries. increase $ 31,334   11%  
  (as adj by Fin cmte increase $ 21,334    7% )
Employee Benefits,     increase $ 18,521   15%
Office Clerks OOE,     increase $ 10,700   71%
Web site,              increase $ 10,000  200%

Declines in Revenue
Tangible Property Tax  decrease $-75,000 -21%
Oper. Property Tax     decrease $ -5,000  -4%
  Sub-Total $-80,000 in lost revenue.
 
The proposed Capital Projects proposal has an overall increase of $241,131 or 85%

The big changes are
 
Item C. Town wide street, sidewalk (ADA), rate change: 3.49 to 6.2, amount increase: $133,920
Item D. Reduce Captial Debt on 5 new Police cruisers, rate change 1.23 to 1.8, $31,316
Item E. RP Municipal Center and Community Center Improvements. rate change 0.58 to 0.9, amount increase $16,879 (actually $41,094 as last years was not used)
New Item A.  Reduce Capital Debt on Six new Police cruisers, rate change 1.6 cents, amount change: $65,988
 
(The Capital projects have some line items that appear to be inconsistent - at least I do not understand the numbers) .
