Karen,
I'm no authority, nor do I play one on TV, and anything you read on this
forum has the same value as a free pass to a public park.

But, if it were me I would:

Call, 301-927-4343 (Riverdale Police) at this point to deal with
belligerent neighbors and get any car blocking your driveway towed.
Call 301-927-6381 (Code Enforcement) to find out the details about who
can park where. They can/will also tell you what you need to do to get a
building permit to improve your property (driveway).

I would think (that is the disclaimer of any authority) you should be
normally expect to be able to park in front of your own house. Just
because your neighbor has enough cars to start a car dealership
shouldn't make it necessary for you to park in the next county.

That being said, maintain the high ground and your cool. It shows more
maturity than those that claim they 'can do what ever they want.' (And
it tends to piss them off!) Having established a calm relationship with
the Police/Code Enforcement the next time a issue comes up just smile,
make an other phone call and wait for the proper authority to resolve
the problem.
