[RP TownTalk] Discussion Police "Take Home" Vehicles

Hi Jenna and all,

I think we can pretty easily gather this information. Off the top of my head
I see no reason for not releasing it to the public.  I'll have to first
check though on any legal concerns--Police Officers Bill of Rights, etc.

Today through next Wednesday is the annual Maryland Municipal League
convention, so it will be the end of the week before I can address this.

I'll also put together a broader statement about our overall fleet policy,
procurement direction, etc.
